Story

Ten years have passed since the Imperials and the Federation clashed in the events of the original Bionic Commando. After defeating the fascistic Imperials and their Albatross war machine, Nathan "Rad" Spencer became responsible for training a new generation of "bionic commandos". Under the supervision of TASC director "Super" Joe Gibson, bionics became the foremost weapon of war in the Federal States of America (FSA) - but the new technology was not welcomed by all. Some feared that it was the first step into a new arms race; others wondered what it would mean to be a normal human in a world of super-powered bionics.

Sections of the public began demanding for the technology to be outlawed; demonstrations followed, then riots. Tensions bubbled under, until a group of rogue bionics were accused of aiding a rebellion against the FSA. A presidential investigation ensued. TASC agent Spencer, a man whose statue decorated the Avenue of Heroes, was accused of involvement, and switftly arrested, stripped of his bionic arm, tried and convicted. Despite protesting his innocence, Spencer was sentenced to death for treason by a military tribunal.

It was all the motive the government needed to act against bionics. The executive order that came to be known as the Bionic Purge was signed, outlawing not only development of the technology, but also possession - by anyone. Overnight, government soldiers were forced to return their bionic implants to the government...but for some this was easier said than done. For them, giving up their implants would mean losing their ability to walk, to see; to many soldiers who had been wounded in the line of duty, bionic implants were the difference between life and death.

Unwilling to give up their enhancements, dozens of bionics fled underground, where they found a sympathetic organization waiting for them. One that wanted bionic technology for themselves; one that had equal cause to hate the FSA for the destruction of the Albatross. The Imperials had been dealt a death-blow by Spencer and the FSA, but their philosophy lived on. So too did the "Master DNA Program" - which the Imperials referred to as Master-D - their plan to revive a long-dead dictator, whom they called only The Leader. Together with the rogue TASC agents, they plotted to take down the FSA, planting bombs, attacking small government targets, steadily building their power. They named their organization the Bionic Resurrection Initiative, or BioReign.

Five years after the Bionic Purge and a series of minor terrorist attacks, BioReign came into possession of a weapon of monumental destructive power, known as the Witherer. They detonated this weapon in Ascension City, the pride of the FSA. The experimental WMD, unleashed a kinetic pulse deep into the earth's core, triggering a massive earthquake that reduced the city to ruins. In the aftermath, BioReign have moved in and occupied the city, taking control of the air defense grid. Their hold on the city is absolute, their motive remains unclear, and after failed ground and air assaults, the FSA is running out of options.

Super Joe realizes there is only one last chance - Spencer. A broken man on death row awaiting execution, stripped of the bionics that made him someone special. But if reunited with his arm, Spencer is the one man capable of navigating the terrain of the broken city. The one man who has experience fighting and defeating the forces that make up BioReign...the one man with nothing left to lose.
